### Molly Wasow Park
CEO

Molly Wasow Park is Chief Executive Officer of the Housing Partnership Development Corporation. She is a former Commissioner of the New York City Department of Social Services, the nation's largest municipal social service agency. Prior to that, she served as First Deputy Commissioner at the City's Department of Homeless Services and held senior positions at the City's Department of Housing Preservation and Development.

### Jamie A. Smarr
President

Jamie A. Smarr is the President and CEO of the Housing Partnership Development Corporation, and is responsible for all of the corporation's day-to-day operations. A resident of Harlem for over 20 years, Mr. Smarr has helped create more than 2,500 units of affordable housing, 3,000 public school seats, and one million square feet of new residential, office and retail space throughout his career. Prior to the Housing Partnership, he led the NHP Foundation's Affiliate Program and Acquisitions Program. He also served as Executive Director of the New York City Educational Construction Fund, and the Director of Tax and Zoning for the New York City Housing Preservation and Development.

### Malcolm McGregor
Chief Asset Management Officer

Malcolm McGregor is the Chief Asset Management Officer of the Housing Partnership Development Corporation, leading the newly created Asset Management/Housing Stability Unit. The unit strengthens asset management capacity across New York City's affordable housing ecosystem, helping convert distressed properties into stable, performing assets through earlier risk identification, tighter stakeholder coordination, and stronger follow-through before issues become crises.

Chief Financial Officer

Adam Gold joined the Housing Partnership in 2010. He is responsible for general accounting, fiscal management, internal controls, financial reporting, audit functions, banking, and compliance. Before joining the Housing Partnership, Mr. Gold worked for a variety of prestigious nonprofits and for a Wall Street firm, where he occupied Controllership and Director positions. General Counsel

Theresa Omansky joined the Housing Partnership in 2022. She also serves as counsel to the Housing Partnership and its affiliated entities on a wide variety of corporate governance, compliance and organizational matters.

Senior Vice President

John Abramo is responsible for identifying New Jersey-based potential affordable housing sites; evaluating new development opportunities; developing financial forecasts; working with the City of Newark and State housing agencies; and coordinating acquisition of parcels, planning, financing, and design. Before becoming Executive Director of Newark-based operations, Mr. Abramo held the position of Vice President & Director of Real Estate Development for the Housing Partnership.

Previously he was Vice President with the New York State Housing Finance Agency and Director of the New York State Affordable Housing Corporation. He holds a MS in Finance from the City University of New York Zicklin School of Business and a BA from York College of Pennsylvania.

Nadja Alvarado is the Vice President of Real Estate Development for the Housing Partnership. Debbra McAllister joined the Housing Partnership in 2024. Previously she was at NYC Department of Citywide Administrative Services (NYCDCAS) where she served as Director of Acquisitions. During 18 years at NYCDCAS she completed over $200 million in real property acquisitions transactions and negotiated a half million square feet of commercial leases on behalf of City agencies.

Prior to NYCDCAS Ms. McAllister served in the NYC Department of Housing Preservation and Development (HPD) as Director of Special Incentive Programs, administering affordable housing programs including the 421-a Affordable Housing Program and the Inclusionary Housing Program. In that role she managed the development of over 100 affordable housing projects which created thousands of units of affordable housing in NYC.

In 2012, the Housing Partnership was approached by HPD, HDC, and the New York State Attorney General's Office to play a unique role in addressing the problematic ownership of the DCA Brooklyn portfolio, a 27-building, 216-unit scattered-site Mitchell-Lama property located in Brownsville, Crown Heights, and Bedford-Stuyvesant. The project was constructed in 1971 and was owned by a nonprofit housing company that became defunct over the ensuing four decades.

With the cooperation of HPD, HDC, and the Housing Partnership, the AG judicially dissolved the defunct owner and obtained a court order authorizing conveyance of the project to a Housing Partnership affiliate. The Housing Partnership's interim ownership allowed the project to be stabilized and subsequently sold to responsible owners. Omni New York, a real estate development company founded by former baseball player Maurice "Mo" Vaughn and Eugene Schneur, was selected as the ultimate owner.

Story Avenue is a mixed-use project in the Soundview neighborhood of the Bronx developed by a partnership between Nelson Management and L+M Development Partners, Inc. with the Housing Partnership as the non-profit partner. Designed by Curtis + Ginsberg Architects, the project brought 435 affordable rental units of low, middle income and senior housing to the Soundview neighborhood.

The project was constructed on the northern end of the existing Lafayette-Boynton complex containing four former Mitchell-Lama towers. The development reconfigured existing parking and landscaping, replacing underutilized and deteriorating green space. The complex is located adjacent to Soundview Park, which has recently received substantial city investment. A new central greenway was constructed on the site, including new lawns and trees, bioswales to improve drainage, two separate playgrounds designed for toddlers and older children, walking paths, community gardens, and other programmed spaces.

The project consists of two buildings designed to pay tribute to the Art Deco style famous to the Bronx. The building segments extending south gradually step down towards the southern exposure, allowing light further into the central pedestrian pathway, creating residential terraces and enhancing views from the existing buildings. Each new building has approximately 240,000 square feet, with the west building providing 223 units and the east building providing 212 units. The project exceeds the Enterprise Green Communities minimum standards. This project was completed in 2019.

September 9, 2025Multifamily developers, affordable housing advocates, financial industry leaders, public officials and others committed to the mission of expanding access to affordable housing in New York, will gather at the NYC Housing Partnership’s Gala luncheon in Manhattan on Wednesday, October 22nd.

The theme of the Gala fund raiser, “Putting Dreams Within Reach: Closing the Gap to Homeownership, supports our Homeownership Counseling and Education Program for first time homebuyers,” said Jamie A. Smarr, President and CEO of the Housing Partnership.

The October 22 event also celebrates the 42nd anniversary of the launch of the non-profit Housing Partnership.

Airbnb and MADDD Equities LLC and Joy Construction are Platinum Sponsors of the Gala fundraiser, the highest sponsorship level.

The Special Guest Speaker at the Gala is Errol Louis, the National Political Anchor of NY-1 News, where he hosts Inside City Hall, a nightly prime-time show covering New York City politics. Lewis is a longtime CNN contributor and writes a weekly column for New York Magazine.

“Errol’s voice has long shaped the civic dialogue in New York City. We are excited to have him share his timely insights at our Gala luncheon weeks before the Mayoral election,” said Mr. Smarr.

The NYC Housing Partnership’s October 22 Gala luncheon will be held at Gotham Hall at 1365 Broadway at West 36th Street in Manhattan. More information is available at housingpartnership.com/events/anniversary-luncheon-2025.

“The Housing Partnership has helped more than 35,000 New York City families achieve first time homeownership since 1983, generating significant wealth creation potential while strengthening the economic and social fabric of our neighborhoods,” said Mr. Smarr.

The Housing Partnership’s Housing Counseling Program achieved significant milestones in helping New Yorkers navigate the homebuying process. Last year alone it provided homebuyer education to 1,411 households, while 781 households received pre-purchase counseling, leading to 450 successful home purchases. Additionally, New Yorkers benefited from $3.1 million in down payment and closing cost assistance, made possible through partnerships with city, state, and private programs.

“With 57% of our program participants falling below 80% of HUD’s Statewide Median Income, it’s clear that our services are essential in bridging the gap between housing affordability and accessibility. We are expanding our Housing Counseling program so more New Yorkers have the knowledge and resources to become confident homeowners,” said Mr. Smarr.

For more than four decades the nonprofit Housing Partnership has led relationships among private sector developers and financial institutions and City, State and Federal agencies that created and preserved more than 88,000 low and moderate-income housing units in the five boroughs, leveraging over $11.1 billion in private financing and utilizing more than $540 million in subsidies for affordable housing where people can live in safe, comfortable, affordable homes.
