The NYC Housing Partnership has appointed Crystal Kay as General Counsel.
Before joining the NYC Housing Partnership, Ms. Kay served as senior staff attorney in the Community & Economic Development Program of Brooklyn Legal Services Corporation A, where she represented nonprofit developers in large-scale affordable housing real estate transactions. She has extensive legal experience in project acquisition, predevelopment financing, construction/rehabilitation and permanent loan financing for the development of affordable housing.
Previously she served as an associate in Robinson & Cole LLP’s Real Estate and Development practice, representing institutional lenders in complex affordable housing financing transactions, tax-exempt bond financing, and low-income housing tax credit projects. Earlier she worked as an associate in the Banking and Commercial Real Estate Lending practice of Cullen and Dykman LLP. Ms. Kay received her J.D. from Rutgers Law School and earned her undergraduate degree from Wesleyan University.

The Housing Partnership serves as New York City's primary not-for-profit intermediary for the development of new and rehabilitated affordable housing. For almost four decades, the Housing Partnership has facilitated partnerships among private sector developers and financial institutions and City, State and Federal agencies, resulting in the development of over 60,000 affordable homes. This stimulates economic activity and revitalizes neighborhoods.
