Privacy Policy

Housing Partnership Development Corporation ("HPDC") collects and uses personally identifiable information (PII) in connection with its housing-related programs and services, in accordance with this Privacy Policy and the Terms of Use.

Scope and Changes

This Privacy Policy applies to HPDC and all subsidiary and affiliate companies, including, without limitation, NYC Partnership Housing Development Fund Company, Inc. HPDC may change this Privacy Policy at any time without prior notice. Any changes will be posted on this page with an updated effective date.

Information We Collect and How We Use It

PII may be provided to HPDC and its subsidiaries and affiliates:

  • Directly and voluntarily by you, via electronic or paper submissions to HPDC and/or its authorized consultants; and/or
  • Indirectly through federal, state, or city agency websites and systems, including, without limitation:
  • HUD-approved Client Management Systems (CMS) such as mPact Pro
  • NYC Department of Housing Preservation and Development (HPD) websites, including housingconnect.nyc.gov
  • NYC Capital Grants website

This occurs in connection with your participation in or application to housing lotteries, housing counseling programs, homeownership programs, loan applications, and ongoing compliance certifications (collectively, "HPDC Programs").

PII includes information particular to you, such as:

  • Name
  • Age
  • Street address
  • Email address
  • Social Security number
  • Income

This collection and use is carried out in accordance with the New York Privacy Act.

Access and Confidentiality

Employees, vendors, contractors, and partners of HPDC who have access to your PII in connection with providing services for HPDC’s website or programs must keep such information confidential and may only use it to perform services for HPDC.

Email communications you send to HPDC may not be secure unless HPDC specifically advises that security measures are in place before you transmit information. You should not send sensitive information (such as Social Security numbers or account numbers) via unsecured email.

Non-Personal and Aggregate Data

HPDC may collect and aggregate non-personal information about how HPDC’s and/or HPD’s websites are used in order to:

  • Analyze trends
  • Administer the website
  • Track usage volume
  • Gather broad demographic information

This helps measure the number of visitors to various sections of the website and improve its usefulness. Any aggregate data shared with third parties will be anonymized.

Sale of Personal Information and Payment Data

HPDC does not sell names or other personal information about users or subscribers to mass marketers or any other entity, and does not engage in exchanges of such information.

Online credit card information, to the extent received, is processed through a third-party service provider. HPDC does not retain, store, sell, or share your bank account, credit card, payment-related, or other personal financial information.

Disclosures to Government and for Protection

HPDC reserves the right to disclose PII, upon request and without notice to you, to federal, state, and city agencies. These agencies may access and review PII collected by HPDC, directly or indirectly, in connection with HPDC Programs.

HPDC also reserves the right to use and/or disclose PII, without notice, in order to:

  • Protect the security or integrity of HPDC’s website
  • Protect against a threat to personal safety or destruction of property
  • Protect against legal liability
  • Cooperate with government officials or parties in litigation
  • Comply with applicable law

HPDC may share or transfer PII to its successors and assigns in accordance with law.

Links to Other Websites

HPDC’s website may contain links to other websites. HPDC is not responsible for the privacy or security practices of such external sites, including their security measures, collection of personal information, or use of cookies.

Privacy of Minors

Except when needed to determine household size and eligibility for housing lotteries, HPDC does not request PII about children.

If a child has provided PII to HPDC, a parent or guardian may contact HPDC to request deletion of that information. HPDC will take reasonable steps to confirm the identity of the parent or guardian and to locate and delete the child’s information.

Anti-Spam Policy and Opt-Out Rights

HPDC is committed to permission-based communication and to preventing spam or other forms of unsolicited email. You may exercise any opt-out rights provided in HPDC communications or as otherwise permitted by law.

Commitment to Data Security

HPDC protects its databases through technical and procedural measures designed to restrict unauthorized web access and inappropriate use of sensitive data. HPDC also requires its third-party service providers to comply with confidentiality requirements.

Surveys

From time to time, HPDC may invite users to participate in surveys. Participation is voluntary.

HPDC may request contact and/or demographic information to follow up on survey questions. Survey results may be shared publicly only in aggregate form; HPDC will not share individual responses or contact information. On occasion, comments from survey responses may be published anonymously. Information collected through surveys is used to better serve the community.

Your Consent and Questions

By submitting PII directly to HPDC and/or its authorized consultants via electronic or paper submission, and/or indirectly through HPD, HUD, or other agency websites or application programs, you consent to HPDC’s collection, use, and disclosure of such information as described in this Privacy Policy.

Changes to this Privacy Policy

HPDC reviews its privacy practices periodically, and they are subject to change. Any change will be effective immediately upon posting on HPDC’s website and by updating the effective date below. You should return to this page periodically to stay informed about the current version of this Privacy Policy.
