NYC Housing Partnership Appoints Esther Toporovsky Executive Vice President

The NYC Housing Partnership, New York City's primary not-for-profit intermediary for the development of new and rehabilitated affordable housing, has appointed Esther Toporovsky as Executive Vice President, a new position.

She joins the Housing Partnership from Enterprise Community Partners, Inc. in New York, where she served as Senior Program Director, Green Communities, since 2010.

“As we continue to strive to attain our workforce housing goals, facing the added challenges of a post pandemic environment, Esther Toporovsky’s skills and experience strengthen our resources and enable the Housing Partnership to broaden its focus on additional directions and new opportunities,” said Dan Martin, President and CEO of the Housing Partnership.

At Enterprise Community Partners, Ms. Toporovsky provided strategic oversight of innovative green capital initiatives and business models for community development. She worked with Enterprise Structured Finance, Loan Fund, Bellwether Mortgage and Asset Management teams on green financing solutions. She directly managed the Enterprise Green Multifamily Retrofit and Renewable Energy programs.

“Esther Toporovsky brings valuable experience and impressive expertise to the Housing Partnership. Her insights will contribute to our fulfillment of our traditional role in improving opportunities for New Yorkers to access work force housing while we broaden that mission,” said Mr. Martin.

“Ms. Toporovsky brings a track record in affordable housing combined with success in establishing and achieving important environmental and sustainability goals,” said James Hedden, Chairman of the Board of the Housing Partnership and Managing Member of Treun Realty Investment.

“Ms. Toporovsky understands the importance of environmental considerations in work force housing development and accessing the capital needed to accomplish it. She has worked closely with public and private sources of capital to bring in non-traditional sources into the affordable housing market. These included Green Banks, state energy agencies, housing finance agencies, HUD, Fannie Mae, DOE, as well as private sector entities such as Community Development Finance Institutions (CDFIs), market rate lenders and impact investors through philanthropy,” added Mr. Martin.

Earlier in her career Ms. Toporovsky served as Deputy Director, Earth Day New York/e4, Inc., and Business Development Associate at FareChase, Inc., a Yahoo subsidiary.

She received an MS in Urban Policy Analysis and Management, Specialization in Real Estate/Community Development Finance, from Milano, The New School for Management and Urban Policy. She also earned a BA in Environmental Studies at The New School University, Eugene Lang College, and was an Earth Systems Science Scholar at Columbia University.

Her civic engagements include the Sustainability in Affordable Housing Lender Learning Network (SAHLLN), NEWHABSolar Financing for Affordable Housing and Community Development, the Opportunity Finance Network (OFN) Climate Crisis Mitigation Working Group, Women in Housing and Finance Group and she is a Tri-State Board Member of GRID Alternatives.

Ms. Toporovsky and her family reside in Brooklyn, NY.

For four decades, the Housing Partnership has facilitated partnerships among private sector developers and financial institutions and City, State and Federal agencies, resulting in the development of over 60,000 affordable homes. This stimulates economic activity and revitalizes neighborhoods.
